On July 23, 2014，acceptance review meeting about Ministry of Transport soft science project ‘The study about Relevant Law Issues of Chinese maritime legislation System Construction and Scope of application ’supported by associate dean Professor Li Zhiwen of our college was held in the second conference room of Ministry of Transport Maritime Bureau. Sun Zhichao, the director of the Western Transportation Construction Technology Project Management Center, chaired the meeting. Seven experts coming from State Council Legislative Affairs Division, the ministry of transport law department, Fujian Maritime Bureau, Institute of Ministry of Transport, Law school of Tsinghua University made up the vetting committee. Besides, both the director of Project business department Ministry of Transport Maritime Bureau Regulations Office, Ma Daojiu, and Technology Department relevant personnel of our school attended this acceptance review meeting.

At the meeting, Professor Li Zhiwen, on behalf of the project team work, reported the research of projects and the use of funds. Experts reviewed research reports and related materials carefully, affirmed the systematic and integrity of the study, given a higher evaluation for regarding the shipping concept as the center to link various regulations, integrating maritime and inland maritime legislation and enriching new ideas and concept of marine rights.

Vetting committee experts believed: On the basis of objective evaluation of existing maritime legislation, project group focused on the study of difficult problems from the maritime legislation system construction and scope of application. During the process of research, the group not only used the basic theory of law skillfully, but also concerned about modern management concepts and the leading role of maritime science and technology on maritime legislation, the development request of China's comprehensive transportation regulation system and the powerful national Marine strategy should be combined to perfect our maritime legislation system. Results of the project research will help to improve our maritime legislation system, clarify the boundary of the maritime legislation scope, improve the efficiency of the legislation and provide theoretical reference for the maritime legislation in the future. Complete financial report of project and reasonable use of the financial funds means good budget implementation.
